A Peanuts mystery

I’m watching Snoopy Come Home (it’s streaming on HuluPlus at this point.) We see Snoopy and Woodstock get into a bus, and immediately, they’re both kicked to the curb. Then we see the sign: “No dogs allowed.”

So why did Woodstock get kicked off?
